Consulting areas
Flight operations & operational control
Support for OCC processes, dispatch procedures, flight planning and operational control structures. We help operators build reliable day-to-day operations and respond to operational change without losing control.
AOC & EASA Air OPS compliance
Guidance through AOC certification, management system development and ongoing EASA Air OPS compliance. We work with operators to translate regulatory requirements into practical procedures.
EFB administration & operational technology
Implementation, administration and compliance support for electronic flight bag programmes, including the operational and regulatory interfaces that make technology work in practice.
Aviation security management & training
Programme development, oversight and AVSEC training support under European National Civil Aviation Security Programmes. We focus on proportionate, operationally viable security measures.

Structured support for entry-into-service, operational change, new base setup and cross-functional aviation projects. We coordinate operational, regulatory and technical inputs to keep projects on track.

Advisory support for nominated person roles and management system oversight, including regulatory interface, documentation and internal review processes.
A practical, operator-first approach
Aviation consulting is most useful when it is grounded in real operational experience. We do not produce generic reports or theoretical frameworks. We work with operators to understand their environment, identify what is actually blocking progress, and build proportionate solutions that can be implemented by the existing team.
Our work is shaped by EASA regulatory practice and by the day-to-day realities of running flight operations. Whether the task is a one-off review, a certification project or ongoing operational support, we keep the focus on what is practical, compliant and sustainable.
Based in Brussels, SQI Services works with operators and aviation organisations across Belgium and Europe, including business aviation, scheduled and non-scheduled operators, and organisations preparing for regulatory change.
Founded on hands-on aviation experience
SQI Services is led by Basile Desquiens, whose background spans flight dispatch, operational control and regulatory management. He has worked across aircraft ranging from 4.7 to 447.7 tonnes MTOW and was a founding dispatcher in the creation of an Operations Control Centre, later returning as OCC Manager to develop processes and train the team.
He subsequently contributed to the establishment of an EASA AOC and held an approved Nominated Person position within the organisation. He is also an approved Aviation Security Manager and Instructor under two European National Civil Aviation Security Programmes.
This mix of operational control, regulatory certification and management responsibility is what shapes the consulting work: direct experience of the problems operators face, and a focus on solutions that are clear, proportionate and implementable.
